The fight against corruption in Malaysia is a key focus of the GTP as it could stand in the way of the country attaining its ambition of being a high-income nation.

Corruption erodes public confidence in the ability of the Government and other key institutions in maintaining a fair playing field for all participants, and could dissuade private investment.

Corruption discourages greater participation in the national economy, and therefore has an adverse effect on Malaysia’s talent pool. There is also a growing concern that corruption is siphoning resources away from the economy, with reports noting that small enterprises were paying between 8% and 9% of their revenue base to pay bribes for licenses and permits.

The Reducing Corruption NKRA (COR NKRA) introduced a number of initiatives in the GTP 1.0 to transform the way the monitoring and enforcement of corruption, which addressed the issue from the top-down.

  • Whistleblower cases
    96 individuals have been given protection under the Whistleblower Protection Act (as of 2012)
  • Government contracts published online
    6,688 government contracts were published online (as of 2012)
  • Corruption Courts
    14 special corruption courts operational. 404 cases processed (as of 2012)
  • Procurement Accountability
    142,268 tendering for Government contracts have signed Integrity Pacts (as of 2012)
  • Corporate Integrity Pledge (CIP)
    154 companies (as of 2012) signed the CIP (www.cism.my)
  • Grand Corruption
    1172 offenders listed in database of convicted offenders (http://www.sprm.gov.my/)
  • Overall Perception - Transparency International (TI) Corruption Perception Index
    54th
    position in 2012 (from 60th in 2011)
  • Regulatory and Enforcement Agencies rating - TNS perception survey (as of November 2012)
    From 1 to 5, with 5 being extremely corrupt and 1 being least corrupt. The enforcement agencies were rated at 2.94.
  • Launch of anti-corruption mascot, tied in with pre-existing MACC hotline which is a single, easily recalled hotline for all corruption complaints
